Iceland: smoke-free bars, cafes, pubs, restaurants and night clubs.

All international and domestic airports in Iceland are smoke-free. No one can smoke inside of the airport facilities.

Restaurants, bars, clubs and cafes in Iceland will be completely smoke-free, and there are no designated smoking
areas inside. However, smoking is not restricted in outdoor areas, provided good airflow is secured. Saga Museum,
Reykjavik places ashtray and trash combo, both sides of the main entrance, and also, pole ashtrays are placed on
the view balcony of the Museum. This may cause a second-hand smoking to other visitors. Although Blue Lagoon,
Grindavik provides a designated smoking area, from which tobacco-smoke may involve people in the view balcony
of the second floor.

Raddison SAS Sega Hotel, Reykjavik placed a funnel top ashtray outside of the building. Hotel Reynihlid, Myvatn
provides a smoking section far from the main entrance, but next to the sliding door of free space of the Hotel,
which is usually closed. Iceland's smoking ban does not include outdoor areas, such as the state law of Hawaii,
which prohibits smoking within six meters of entrance or exit.

Foss Hotels are the first hotel chain with all nonsmoking facilities in Iceland. All guest rooms are smoke-free. However, internationally
operating hotels, such as SAS and Hilton, provide a smoking room. The percentages of smoking rooms to total guest rooms are 15.9%
for the Hilton, 4.3% for the SAS.

Smoking Restriction at Hotels in the World: Actual Survey

based on-the-spot investigation.

Iceland considers prescription-only cigarettes アイスランド：たばこは処方箋扱いに

Imagine walking into a drug store, making your way to the pharmacist’s counter and handing him or her a
prescription written by your physician for cigarettes. A politician in Iceland is suggesting just that by proposing
a private member’s bill banning the sale of cigarettes, excepting for a prescriptionissued by a physician.
Iceland’s former Health Minister Siv Fridleifsdottir, who sponsored the bill, worked with the Icelandic Medical
Association as well as a coalition of tobacco control groups to come up with the radical initiative. It is part of
a broader ten-year plan that aims to ban smoking in all public places, including sidewalks, parks and in cars
transporting children. In addition, Iceland would like to follow Australia’s lead by legislating plain packaged
cigarettes. Under the proposed law, doctors will be asked to encourage people to quit using treatments and
education programs.Only pharmacies would be allowed to provide cigarettes to those aged 20 and over,
with a valid medical certificate.

The aim is to protect children and youngsters and stop them from smoking, Fridleifsdottir told the Guardian
of UK. The proposal would initially result in an increase in cigarette prices by 10% per annum, in line with
the World Health Organization proposals. Evidence shows that a 10% increase of price result in a 4 to 8%
reduction in consumption.

2007年６月、アイスランド全土にわたって新しい受動喫煙防止法が施行された。 世界でも最も治安の安定した国と
いわれているが、 レイキャビック国際空港は清潔感に満ちあふれており、上品にカラーコーデネィトされている。
アイスランド島東南部の町、ホプンの近くには巨大なヴァトナヨ−クトル氷河をみることが出来るが、この町の飛行場
には頭蓋骨と肺臓の像を示して脳梗塞と肺癌に至る危険性を示した喫煙警告表示がある。アイスランド島北部の町、
アークレイリ飛行場内部にも禁煙標識はない。しかし、禁煙法令が周知されているため、誰一人喫煙しているものは
いない。自分たちで全面禁煙を選んだ国民なので当然すぎる常識だ。空港外部に壁に取り付けられていたポール型の
灰皿は旅行客に対するサービスなのだろう。

アイスランドのホテルはごく一部の都市型ホテルを除き、喫煙室がない。アイスランドに8つのホテルを保有する
ホォッスホテルはすべての客室を全面禁煙とした。フォッスホテルリンドは全室56、フォッスホテルバロンは全室121、
フォッスホテルレイクホルトは全室59室、その他のチェーンホテルでも喫煙出来ない。一方、レイキャビク市内の
ヒルトンホテルは4階に喫煙客室がある。廊下にはタバコの臭いが漂うが、その数は40，総客室数は252なので、
その比率は15.9%である。ＳＡＳホテルは9室の喫煙室を持つ。しかし、全客室数は209なので、その比率は4.3%と
少ない。

レイキャビクの観光名所にレイキャビック空港からみて小高い丘の上に有名なハトルグリムスキルシャの教会がある。
もう一つ目立つ施設は市内に配る温水の貯蔵タンクである。ここはレストランと展望バルコニーを備えた博物館と
なっている。注目すべきは出入口両側に喫煙用のスタンド灰皿が常備されていることだ。アイスランドでは屋内での
喫煙行為を厳禁としているが、屋外に関しては寛容である。米国、ハワイ州などでみられる出入口近辺の喫煙規制はない。

レイキャビック国際空港は到着ロビーは比較的小さいが、出発ターミナルは意外にもとても大きく、多くの免税店と
飲食店が立ち並んでいた。アイスランドは英国やデンマーク、ノルウエーなど欧州諸国からの直行便とともに、
米国、カナダから多くのノンストップの航空サービスがある。ヨーロッパと北米大陸との中継点でもある。ここの
タバコ売り場は完全に独立した監視カメラ設置の小部屋となっており一般の旅行客の目には触れないように配慮されて
いる。有害物質を利益が出るからと売りまくる国も多いが、オーストラリア・アデレード国際空港で見た、改めて
係員を呼ばないとショーケースに入れたタバコを手にすることが出来ないという販売に積極的ではない、そうした
姿勢と似ている。
