The law prohibits smoking in an enclosed place of work in Ireland. While the ban will mean that is forbidden
in many indoor places, there are a few exceptions:

• Prisons
• Police station detention areas
• Nursing homes
• Hospices
• Religious order homes
• The Central Mental Hospital
• Psychiatric hospitals

Smoking Restriction at Hotels in the World: Actual Survey
The ratio of a smoking guest room to the total hotel rooms was calculated,
based on-the-spot investigation.

in the west coast of Ireland.

受動喫煙防止への取り組みを徹底

今回のアイルランド旅行で予約宿泊した宿の半数はゲストハウスか歴史ある個人邸宅 （historic private house) で
あった。ゲストハウスは７部屋以上あるのが一般的だが、ホテルとB&B との中間的な存在で、そのほとんどが
家族全員で運営している宿泊設備である。目立たないように調理場の入口に貼られていた１例を除き、 いずれの
館には禁煙サインは全くみられなかった。ゲストは米国から訪れたという数人に限られていたが、 誰一人喫煙する
人はなく、無論灰皿の痕跡さえもみあたらなかった。建造物の中では喫煙しないとの不文律は 国からの観光客を含め、
踏襲されているのだ。

アイルランド西端の港町、ディングルのDingle Benners Hotel （52室）では予約の段階で「喫煙出来ない施設」
で あることを了解しましたとの念書にチェツク、サインさせられた。多くの先進国でも、ホテル内の客室で吸う
ことが出来る「喫煙客室」の設置は認められており、通常、授業員の立ち入ることがない空間との位置づけから
そうした決定がなされているものと思われる。しかし、シェラトンホテル、　マリオットホテルなどの 一流ホテル
ではホテル全館内での喫煙行為を禁止している。そうした傾向は今後ますます加速されて行くもの と考えられる。
また、そうした全面禁煙のホテルが今後さらなる発展を続けて行くと推論できる。

飲食店は全面禁煙　 受動喫煙の有害性を広報し、規制を強化していることを毎日、この目で確認した。鉄道車内、
大学構内などの公共性の高い機関はもとより、レストラン、バーでは「喫煙しないこと」、そううした規制が国民の
健康のために必要であると広く受け入れられているように思えた。
