Hawaii Signals to Smoking Japanese Tourists
Fewer Japanese tourists are visiting Hawaii since the state implemented a ban on smoking in public places, but
tourism officials have run afoul of health advocates in their attempts to win visitors back. The Honolulu Star Bulletin
reported in August 2007, that Hawaii Tourism Japan has been handing out free portable ashtrays to Japanese
tourists to dispel the notion that smoking is banned everywhere in Hawaii. The campaign is called "Smoking with
Aloha," and the ashtray has a flower logo with the motto "Keep Hawaii Clean." About 40,000 have been produced.
Japanese believes that Hawaii is smoke-free, and Hawaii bookings, especially for the group market, have suffered,"
said Yumi Ozaki, local director for Hawaii Tourism Japan. However, Kathy Harty, interim president of the Coalition for
a Tobacco-Free Hawaii, said, "We shouldn't give the message that aloha means smoking. It's very unfortunate that
they chose to go to that route. Why don't they give nonsmokers who chose to come here a lei? This is not really
sending a message that the state of Hawaii is concerned about good health.

喫煙する多数の観光客・・ハワイの光と影
ハワイ州観光局によると、2006年11月に施行した新禁煙法が日本人旅行者数を減少させる要因になると、現地で懸念する
風潮が高まっているという。ワイキキの新聞、2007年3月23日付けの「スター・ブリテン」紙は、ハワイを訪れた日本人の
うち、非喫煙者の約60％が同法施行により「よりハワイを好きになった」と回答した一方で、喫煙者の48％が「ハワイは
好きだが、行きにくくなった」と答えた

2003年7月以来、バーにおける喫煙は禁止されている。だが、規制に対する不満は客層の大部分が日本人であるナイトクラブ
などで、今もくすぶり続けているようだ。日本では誤った情報が伝えられているのだが、バーを含む飲食店での喫煙禁止は
2006年11月に新たに施行されたものではなく、喫煙行為の法的規制は発効以来すでに4年ほどの歳月を経過している。
ワイキキの歩道をタバコを片手に喫煙しているのは白人がほとんどだ。最近日本では路上喫煙問題が大きくＰＲされている
ためか、日本人は喫煙所や喫煙場所に指定されていない道の片隅で立ち止まってタバコを吸っている。喫煙場所を明示して
欲しいとの声もあり、日本人観光客に大きく依存するハワイ当局としても、喫煙の可否を示した標識掲示を徹底して行く
必要があるだろう。だが、麻薬の場合と同じく、自制心を失った薬物中毒者にはどのような方策も効果がないとの懸念もある。
日本人喫煙者の動向に左右される必要は全くない。ハワイは健康的な州であり、「郷に入っては郷に従え」
・・When at Rome, do as they do at Rome ・・の精神を貫いて欲しい。「ハワイ州の条例に従えない観光客はお断り」と
はっきり宣言した方が良い。新禁煙法を支持する旅行客は今後増加して行くと思われる。喫煙者は現地の人から「困った存在」
として見られていることを忘れてはならない。生活のため我慢しているだけの話だ。筆者はハワイ州では安心して食事でき、
滞在できるので、この地を旅行先に選んだ。もし喫煙規制が後退するようなことがあれば、ハワイの魅力は半減されるだろう。
毎日タバコを吸っている人々は自らがタバコ会社の奴隷となっていることも自覚できず、喫煙警告を他人事のように思って
いる。喫煙行為の悪しき結末が20年後、30年後に自分にふりかかるを可能性に関し一度たりとも疑問を抱くこともない。
ただタバコの吸える場所の少ないことをぼやいているだけだ。筆者はハワイの人々に歓迎されるためにも、ハワイ訪れる
前に禁煙することを勧める。街を汚染し、有害煙で他人に迷惑をかける喫煙習慣者にはハワイに来てもらいたくないというの
が多くの人の本音だ。

State officials of Hawaii say the new law will protect people from secondhand smoke, but some fear it may
deter cigarette-puffing tourists from coming to the islands, especially high-spending visitors from Japan.
Hotels, restaurants and bars have put up "no smoking; signs, removed ash trays and trying to educate
guests about where they can light up. The state is working with Japanese travel wholesalers and agents
to inform visitors, and airports are playing recorded greetings to inform travelers.
ハワイにも光と影がある。閉鎖空間内と出入口近くの全面禁煙を実施し、受動喫煙のリスクを大幅に減少させた。
新禁煙法は「屋内環境ではタバコの煙は絶対許さない」とのハワイ州の姿勢を明確にした。しかし、喫煙規制
実施後に、観光客の大部分を占める日本人観光客数が12％も減少し、観光客全体で6％減少したとの報告もある。
日米双方の景気減速の影響を受けたとも考えられるが、今後に課題を残すこととなった。
タバコ依存症の観光客が非常に多い。観光はハワイにとって一大産業であるが、喫煙健康警告を無視し、判断能力の
低下しているタバコ依存症の人々にどう対処して行くか、難しい問題を抱えている。外的要因もあり、ハワイ州
当局の提唱する、理想の「Smoke-Free State」の実現までには、まだまだ道のりは遠いようだ。
