Illinois is the most populous and demographically diverse midweatern state and the fifth most
populous state in the nation. In the central and western Illinois, great agricultural pruduct and
natural resources like coal, timber, and petroleum in the south, Illinois has a broad economic
base. Illinois is an important transportation hub; thePort of Chicago connects the Great Lakes to
Mississippi River via the Illinois River.
About 66% of the population of Illinois resides in the northeastern corner of the state, primarily
within the city ofChicago and the surrounding area. Three U.S. Presidents have been elected
while they were living in Illinois;Abraham Lincohn, Ulsses Grant and Barack Obama. Ronald
Regan was born and grew up within Illinois.

Effective January 1, 2008, the Smoke-free Illinois Act prohibits smoking in virtually all public
places and workplaces, including offices, theaters, museums, libraries, educational institutions,
schools, commercial establishments, enclosed shopping centers and retail stores, restaurants,
bars, private clubs and gaming facilities.
Illinois joins 22 other states that have taken this important step to protect its residents, workers
and visitors from the harmful and hazardous effects of secondhand smoke. Secondhand smoke is
a mixture of the smoke given off by the burning end of tobacco products and the smoke exhaled
from the lungs by smokers that contains a complex mixture of chemicals, many of which are
known to cause cancer.
There is no protection afforded by separating smokers from non-smokers within the same
enclosed environment, and ventilation systems and air cleaners are not effective at eliminat-
ing secondhand smoke. The only effective means of protecting people from secondhand
smoke is to eliminate smoking indoors, which this law does in regards to public places.

2008年1月、イリノイ州は新しい州法を立ち上げ、全米19番目の強制的喫煙規制の自治州となった。この
法律により公共施設での喫煙行為は非合法となった。法令違反に対しては喫煙者は100ドルから250ドル、
再犯者には500ドルから2500ドルの罰金が科せられる。レストラン、バーなどの飲食店が規制の対象となる。
ホテル全室の25％以内の範囲で喫煙客室は認められた。喫煙ルームを一時的に禁煙ルームとして使用する
ことは出来ない。建物出入口、吸排気口、窓から15フィート（約4.6メートル）以内での喫煙行為は禁止
される。
2003年に就任したロッド・ブラゴジェヴィチ知事は公共施設や飲食店における喫煙規制の熱狂的な賛成者で
ある。タバコ副流煙（受動喫煙）による死者はイリノイ州だけで毎年、2900人に及んでいる。空気清浄機の
使用は、タバコの臭いや一定の物質を除去出来ても、副流煙に含まれる有害分子を除去することは不可能で
ある。空調設備の専門技師は完全禁煙のみが煙の浮遊分子に含まれる発癌物質から逃避できる唯一の手段で
あると述べている。喫煙規制法の目的は閉鎖空間内の人々を発病の危険性から守ることにある。子供のため
にも、高齢者のためにもタバコ規制は必要であると述べている。喫煙規制法はレストラン従業員の健康保持
のためにも、顧客が健康障害を引き起こすことがないようにする重要なステップである。
レストラン、バー関係者は喫煙規制によって外食する機会が減るのではないか、規制の行われていない
州境の人々はイリノイ州を越えて食事に行くのではないかとの懸念を抱いている。しかし、コロラド州での
統計では、喫煙規制法実施後のレストランの売り上げは2.6％増加した。カルフォルニア州でも規制後に
飲食店売り上げは大幅に増加している。
