There is no law to prohibit smoking outside.

グアム島で画期的な「ナターシャ保護法」が誕生したとのことで、期待してこの地を訪れたが、多くの
日本人旅行者の喫煙する姿を目にして失望した。屋内ではシガーバーなどを除いて全面禁煙規制が
とられていたが、こと屋外に関しては全く規制はなく自由にタバコを吸える。
ホテル・ニッコーでは毎晩、ポリネシアンダンスとファイアー・ショーが催される。すべてのバーベキュー
テーブルには灰皿が置かれ、ディナーショーが始まると、団体で参加した日本人の一団が一斉にタバコの
火をつけた。幸い、私どもは個人で予約したので多少距離があり、直接タバコの有害煙を吸い込まないで
すんだが、団体客はもうもうたる煙の中でエギゾチックなショーを見ていた。ディナーショウ会場は屋根が
あるとはいえ、屋外にあるので喫煙できる。ハワイ州では違法となるが、ここでは合法である。ただ
混雑している場所で喫煙行為を許していることは納得できないので、ディナーショーでの喫煙を禁止する
ようにホテル・ニッコーのマネージャーに要望しておいた。
ホテル・ニッコーの正面入口の左脇にスタンド灰皿が置かれ、ショッピング・バス乗り場にも置かれている。
多くの日本人（主に若い男性）が喫煙していた。グアム島では屋外の喫煙規制はないので出入口横でも自由にタバコを
吸える。ハワイ州などでは入口から一定の距離の空間での喫煙を禁止しているが、グアムでは、まだそこまでの規制
には至っていない。
街中の歩行喫煙についても規制されていない。タバコを吸いながら歩いているたくさんの日本人に会った。小中学生
くらいの娘二人をひきつれてショッピングを重ねている家族を見かけたが、幼い子供たちをタバコの有害煙から守る
ことができるのだろうか心配である。グアム島ではタバコ販売はスパーマーケットやガソリンスタンドで行われている。
しかし、販売するカウンターから喫煙健康警告を読み取ることができない。この点は米国国内共通のことのようである。
