2006年3月以降、全国に先駆けてＪＲ北海道は受動喫煙防止のため、北海道内を相互発着する特急列車を
すべて禁煙とした。この決定に従い札幌青森間の急行列車は全車両禁煙となっている。ただし、大阪行き
寝台特急と上野行き寝台特急には喫煙車両が残されている。
ＪＲ北海道ではデッキでの喫煙は無論禁止、列車内に喫煙ルームの設置も行わない。禁煙キャンペーンは
徹底している。各駅に「道内ＪＲ線全車禁煙」のポスターを貼り、乗車位置を知らせるプレートにも
禁煙マークがついている。乗車した列車内の禁煙標識は乗客とともに健康を推進して行こうとする気持ちが
自ずから伝わって来る。
ＪＲ北海道の全車禁煙実施後の乗客反応をＪＲ職員に聞いてみた。全車両禁煙は今では広く認識され、
受け入れられているとのことである。ただ、トイレ内でこっそり隠れて喫煙する乗客もいないわけではないと
語る。喫煙車両を廃止したために乗務員は有害なタバコ副流煙を吸い込まないので、タバコに起因する
病気に罹る心配がなく、安心して仕事が出来ると笑顔で答えてくれた。

It has been announced that all both inside the Tokaido Shinkansen train
will be abolished in March 2024.
JR-West and JR-Kyushu and Kintestu-Express trains will also abolish it
at the same time.
The reason is said by these rail companies to be a decline in smoking rates.
However, smoking had been completely prohibited inside JR-Hokkaido trains
in 2006, JR-East trains in 2007,
except for night trains.
By 2007, smoking on trains had been completely banned in all countries in Europe, USA and Canada.●●●
ＪＲ北海道の新型特急は飛行機と同じような装備を備え、客室乗務員は検札業務やドリンクサービスなど
とてもにこやかに対応し、鉄道旅行をさらに楽しいものにしてくれる。窓から見渡せる景色も、なぜか
いきいきして見えて来る。今や喫煙車両の廃止、全車両禁煙化の流れは世界で加速している事実である。
2006年4月と9月に政府主導の禁煙法が実施されているイタリアとアイルランドを見て回ったが、JR北海道は
アイルランドと共に世界の先端を歩んでいる。素晴らしいことだ。
こうした北の大地を走るＪＲ北海道にくらべ、JR東海道・山陽新幹線で2007年春から導入予定の次世代車両
「N700系」について、共同開発を進めているJR東海とJR西日本の受動喫煙対応はおそまつとしか言いよう
がない。世界の注目している新幹線新造列車に喫煙者のため、デッキ横に「喫煙室」を新設することを表明
している。こうしたガス室は喫煙者同士が自らの健康を破壊し合う行為を助長することを意味している。同じ
時期に全車両を全面禁煙とするJR東日本の受動喫煙対応方針と比べ、乗客の健康を守る意識も全くなく、
時代認識のずれがあまりにも大きい。
鉄路で移動する間さえも喫煙せざるを得ない乗客は明らかに病気であり、健康保険でも治療が認められて
いる薬物依存症、つまり病人であることを十分認識して欲しい。
