Smoking Ban in Railways of Taiwan

Taiwan has passed and enforced a nationwide ban on smoking indoors. Under the new rule,
all offices and indoor facilities like department stores, restaurants, cafes, airports and
railway station will ban smoking. All Taiwan TV newscasters began to wear the anti- smoking
pin to express the TV stations backing for the ban on indoor smoking. Taipei will not only
ban indoor smoking, but will also ban smoking in 24 parks starting in July 2009.

A campaign screen for prohibiting smoking in a public place, such as the train, bus, indoor working place, restaurants,
shop, school, hospital, karaoke parlor, theater, convention hall, finance building, children's park, etc., placed
at the Kaohsiung Station Entrance. The penalty for violation is 10,000 Taiwan dollar ( NT$ ).

鉄道駅構内・車内は完全禁煙
1997年に制定された「喫煙害防止法」は2009年になってさらに強化された。同年１月から実施されて
いる公共的設備での禁煙への力の入れようは並大抵のものではない。台湾第２の都市、高雄市の駅入口
に示されたように、業界のシンボルマークを取り入れた広範囲の閉鎖空間内での全面禁煙を広報する
垂れ幕を掲げ、駅に出入りする市民の脳裏に深く刻み込まれる効果をもたらしている。台湾の労働者の
平均月収は25,000元から35,000元くらいなので10,000元の罰金はかなり高額と言える。そうした
罰則が、市民の健康意識の高まりと相まって、「煙害防止法」をさらに強固なものとしていることは
確かだ。

日本でも最近でこそ喫煙車両の廃止や駅ホームの喫煙所撤去するなどの動きがあるが、台湾では中途
半端な妥協をせず、公的機関と民間とが一丸となって健康社会の形成に進む姿が非常に印象的であった。

台北近くの桃園は大溪鎮などの観光スポットがあり、今でも「老街」と呼ばれる昔の雰囲気をそのままに
残した通りのある街で、「樟腦」、「茶葉」などの商いが活発、多くの旅行客がその拠点となる桃園駅に
出入りする。駅舎正面には駅舎の全面禁煙を知らせる標識の他、建物壁面、ホームにも大きな禁煙表示が
掲げられている。

台湾高速鐵道（高鐵）、台湾鐵路（台鐵）共に公共的空間での全面禁煙を強くアピールしていた。とりわけ
古い街並みをリンクする台鐵は熱心である。単にタバコ規制法が施行されたから標識を掲示しているのでは
なく、国民の健康のため、それは重要なこととの認識のもとに行っていることがよく分かる。鉄道車内に喫煙
ブースを設けることや、喫煙車両を残すことは世界の受動喫煙防止努力に対する悪しき挑戦であり、最早、
先進国では絶対にありえない行為となっている。

台湾第一の都市、台北の市内交通の要は「捷運」（ショウウン）と呼ばれている地下鉄道である。他の都市と
同様で一部分の路線は地上を走る。英語名はMass Rapid Transit だが、MRTは常用語となっており標識に使用
されている。台湾には台北地区を走行するMRT（台北捷運）と高雄地区を走るＭＲＴ（高雄捷運）とがある。
いずれの駅施設、電車とも法令により全面禁煙となっている。

日本では比較的早期からバスの車内は禁煙となっていたので、驚きはないが、台湾では禁煙標識を大きく、一番
目立つところに掲示していたのが印象的であった。

日本では裁判所の判決を受けて自主的に禁煙としている都道府県が多いが、台湾では法律の規制により全土で
タクシーの全面禁煙が行われている。一旦このような健康的な取り決めが国民の間に受け入れられると、極めて
短期間に、それは当たり前のこととして広く浸透することになる。
